Kurzbeschreibung (Abstract)
The financial basis for public transport is insecure. So called value capture concepts aim at including third users who benefit from positive external effects of public transport into public transport financing. The theoretical basis of value capture concepts is explained in the first part of this article. Subsequently, frameworks for classification and evaluation of value capture measures are developed. In the second part, recommendations for a practical implementation of value capture concepts in municipalities are given and existing and newly developed measures are presented. It is recommended to implement measures on a voluntary basis at the beginning and to combine future e-ticketing systems with value capture concepts.
