As the notion of resilience with all its adaptive and restoring features gains particular attention, another concept lurks in the back, namely the perspective of a continuously prepared and ready to respond system. In contrast to the other concepts, preparedness and prevention notions are mostly utilised within more mundane discussions. They are explicitly part of solution-oriented practices or schemes in infrastructure engineering and governance.
